Bull Shoals Wastewater Treatment Plant

Halff worked with the City of Bull Shoals to replace the existing wastewater treatment plant and upgrade the collection system. The firm assisted the city in securing $9 million in grants and loans to fund the project, including a $4 million grant from the U.S. Department of Agriculture (USDA). Halff developed a comprehensive preliminary engineering report (PER) to support the city’s pursuit of project funding. The PER included an assessment of the environmental impacts of project alternatives, as well as preliminary cost estimates.

Attention to detail was critical during the design process. Halff developed a grading plan that conformed to the site’s rugged terrain, helping protect the adjacent White River during construction. Adapting to the uneven terrain and protecting the White River were primary objectives for the design team during development of the construction drawings and construction phasing plan. The new plant was designed to allow the existing plant to remain in service until the new facility became operational. Halff completed the project design in spring 2018.

Rehabilitation of the existing collection system included open-trench replacement of more than 1.5 miles of existing sewer mains. The mains selected for replacement followed valley stream corridors that drain to the White River. Decades of erosion left portions of the system shallow, exposed and susceptible to inflow and infiltration (I&I). The new lines were designed with adequate cover and watertight manholes to reduce I&I.

Halff assisted the City of Bull Shoals with construction and contract administration following groundbreaking. Halff prepared project reports, pay requests, change orders and closeout documents. The firm also provided full-time construction observation throughout the project.

Construction was completed in 2020, resulting in significant improvements to the Bull Shoals Wastewater Treatment Plant. Through close collaboration between Halff and the City of Bull Shoals, the project delivered upgrades that improved system reliability, reduced infiltration concerns and supported long-term protection of the White River and the surrounding community.
